About

Based in Valencia, Spain, I hold the position of Chief Technology and Product Officer at MTR Informatics, Training and Consultancy. I have a background in navigation, having served as a merchant navy officer before transitioning to software for the maritime sector.

This site collects my writing on three subjects. First, I cover data systems for vessels with intermittent connectivity. Second, I discuss artificial intelligence in regulated maritime operations. Finally, I write about managing engineering and product organizations.

Current role

I joined MTR in May 2017. I oversee technology and product strategy, and I lead the engineering and product teams. Our primary product is a SaaS platform for maritime training and compliance. It holds about 70% of the Turkish market and generates over USD 3 million in annual revenue.

I focus my work on three areas:

• Training and competency management. Digital learning, assessment, and the evidence base for competency and promotion decisions in shipping companies.
• Vessel-side systems. Applications that operate on board for extended periods without connectivity and synchronize with shore systems over constrained satellite links.
• Artificial intelligence. Retrieval and knowledge systems for regulatory and operational use, designed so that each output can be traced to its source.

Selected work

• Ship-to-shore data synchronization. An asynchronous, bidirectional architecture for maintaining relational consistency between vessel and shore databases over intermittent VSAT. [Technical paper]
• Regulatory knowledge agent. A hybrid retrieval system combining vector search with a temporal knowledge graph for IMO regulations, with source attribution for every answer. [Case study]

• E-learning audit framework. A service-independent method for verifying the content and runtime behavior of e-learning courses, including those produced with generative tools. [Article]

Career

My sea service continues to inform my approach to system design: systems should assume unreliable communication, make the safe action the default, and state the age of any reported figure.
